Difference Between SHA, PHCF, ECCF and SHIF Kenya
The Social Health Insurance Fund (SHIF) is a fund that will be managed by the Social Health Authority (SHA):
1. SHIF
The Social Health Insurance Fund is a new healthcare system that will replace the National Hospital Insurance Fund (NHIF). SHIF will cover a range of services, including screening, mental health support, and cancer screening.
2. SHA
The Social Health Authority is the manager of the SHIF and two other funds, the PHCF (Primary Health Care Fund) and ECCF (Emergency, Chronic and Critical Illness Fund). The SHA is responsible for registering members and ensuring that the transition from NHIF to SHIF is completed smoothly.

SHIF Benefits Package
The Social Health Insurance Fund (SHIF) benefits package in Kenya includes a wide range of healthcare services, including:
1. Primary healthcare: Covers primary healthcare under the Primary Health Care Act, 2023
2. Emergency, chronic, and critical illness: Covers emergency, chronic, and critical illnesses
3. Outpatient care: Includes outpatient medical care, health education, wellness, counseling, and ongoing support
4. Inpatient care: Includes inpatient healthcare
5. Maternity and child health: Includes maternity and child health services
6. Oncology treatments: Includes oncology treatments
7. Medical imaging: Includes medical imaging services
8. Rehabilitation services: Includes rehabilitation services
9. Screening services: Includes screening for prevalent diseases
10. Assistive devices: Includes provision of assistive devices
11. End-of-life services: Includes end-of-life services
12. Travel health insurance: Covers travel health insurance for persons who travel into Kenya for not more than 12 months
SHIF offers more comprehensive coverage than the National Health Insurance Fund (NHIF), including: outpatient services, preventive care, chronic disease management, and specialized treatment.
Both salaried and non-salaried Kenyans will contribute 2.75% of their income to the fund on a monthly basis. The commencement date for paying SHIF contributions has been changed from July 1, 2024 to October 1, 2024.
